Francis has spent slightly more than two years at the nonprofit, beginning as an Elise Berkower Memorial Fellow. Most recently, he wrote a paper examining issues in the Maryland Online Data Privacy Act and California's reasonable expectations standard (see 2507010074).
Francis’ promotion is one of a flurry of recent personnel moves at FPF, which started with the August departure of Keir Lamont, former senior director of U.S. legislation, and weeks later the naming of his replacement, Tatiana Rice (see 2508280008). More recently, Deputy Director Bailey Sanchez departed (see 2509230026).
