The watchdog has been probing the company since 2023 after receiving a complaint from a man who said an employee he had briefly dated was unlawfully spying on his financial information with American Express' computer systems, according to a media report Thursday. The office's preliminary report found that the company had breached privacy laws and urgently needed to fix its technology security.

The watchdog stressed that its views were "preliminary, the investigation is ongoing, and no findings have been made." All relevant parties will be able "to respond to the preliminary view before a decision is made," it added.
