Pa. Senate Panel Clears AI Chatbots Bill

A Pennsylvania bill on AI chatbots cleared the state’s Senate Technology Committee on Tuesday. The committee voted 11-0 to report SB-1090 to the floor.

The bipartisan Senate bill by Chair Tracy Pennycuick (R) has 13 cosponsors, including nine Republicans and four Democrats. It aims to “establish commonsense safeguards for AI chatbots accessible by minors,” said an Oct. 3 memo on the bill.

The bill would require disclosures, including that AI companions say they are not human if “a reasonable person ... would be misled to believe the person is interacting with a human,” according to the bill’s text. Among other things, SB-1090 would require suicide and self-harm safeguards.

The attorney general would enforce the bill, with possible penalties of up to $10,000 per violation.
